LOSAP Referendum- December 2021

Taxpayers,

The East Clinton Board of Fire commissioners has passed a resolution that must be approved by the residents of the fire district.  The exact wording of the referendum can be found on this website.

LOSAP Defined Contribution 2021 referendum

Two years ago, the board passed a resolution to modify the East Clinton Length of Service Award Program.  The taxpayers voted to support the creation of a second LOSAP plan for new members.  The plan that was created is a defined contribution plan which awarded $700 annually to new, active qualifying members.  The intent of the creation of this new plan was to reduce the cost to the taxpayers of the defined benefit plan that is still in effect for members who joined prior to 2019.

The intent of the current modification is to increase the defined contribution from $700 annually to $1200 annually as allowed by a more recent modification to LOSAP statutes by the NYS legislature.  Since there were no new qualifying members last year and there are only a very small number of new members in the current year, the board believes that this action is necessary to help attract new members.

The cost to taxpayers will be minimal, only $500 annually per new qualifying member.  We believe this small expenditure is well worth the small incremental cost.
